Edinburgh Tram - Design Consultation

Quill Power Communications (QPC) were retained by engineering consultancy Parsons Brinckerhoff in 2005 to support its successful bid for the role of Systems Designer on the Edinburgh Tram project, run by tie Limited. QPC, led by Nigel Barber and supported by Bob Clarke, subsequently provided the stakeholder management and communications support for the design consultation, forming part of the Systems Design Services (SDS) team and working alongside tie's public affairs function.

Core activities undertaken were as follows:

Production and delivery of a dedicated stakeholder consultation strategy for all three stages of the design process — initial, preliminary and detailed design;

Co-ordination of structured programme of 'open' stakeholder meetings for all three stages of the process, with feedback captured via a dedicated process and fed directly into each of the relevant design teams. Dedicated liaison also provided for those unable to attend the scheduled meetings;

Production of protocols for consistent, professional delivery of stakeholder meetings;

Production of a dedicated 'Stakeholder Management Plan' for non-statutory stakeholders, including national and regional bodies, residents associations, utilities companies, transport operators and a wide range of companies and individuals with whom the City of Edinburgh Council had entered into written agreements. Relationship owners were also assigned to each stakeholder;

Creation and management of a detailed 'design consultation tracker,' capturing and monitoring all key activity relating to the consultation process;

Provision of regular update reports summarising key outcomes from the consultation;

Dedicated consultation with the following core groups:

  • Disability Access Consultation Group
  • Emergency Services
  • Cycling Group

During the delivery of this contract, Quill Power was positioned formerly within the SDS team and latterly with the tie public affairs function, helping act as project interface and providing stakeholder guidance re: the project to the tie team.

The successful delivery of all three stages of the systems design for Edinburgh Tram, prior to installation of the infrastructure contractor, Bilfinger Berger, with strong initial relations built with stakeholders at all three stages of the design consultation process.
